Drug Demand Reduction Outreach

The mission of the PA CJTF Drug Demand Reduction Outreach (DDRO) program is to coach communities in delivering collaborative and effective strategies that create healthy citizens. DDRO Civil Operators, began in 1995 with a mission to utilize the unique National Guard resources to help create and promote drug-free communities. All services have always been and continue to be at no-cost to the agency or coalition supported. Coalition support exists to aid in the development of community-based organizations while implementing effective prevention practices to reduce the illegal use of drugs. Coaching coalitions on the Strategic Prevention Framework and/or Communities that Care model provides them with proven guidance for a highly functioning and sustainable coalition.

Civil Operators will work to:

    • Enhance communication and data sharing between law enforcement and coalitions
    • Increase communities’ capacity to identify needs and address them
    • Increase quality of support for effective alcohol and substance use and misuse prevention strategies
    • Become a force multiplier within the state and to increase resources
    • Reduce rates of substance abuse and demand for that particular neighborhood

Civil Operations Support:

    • Coalition Coaching and Technical Support
      Assist in the development of community-based organizations while implementing effective prevention practices to reduce the illegal use of drugs. Educating coalitions on the Strategic Prevention Framework provides them with proven guidance for a powerful coalition. This includes, but is not limited to: community and needs assessments, building capacity, planning, implantation, evaluation, and sustainability.
    • Informational Support
      Presentations for the sole purpose of providing information about drug misuse or substance use disorder. The Opioid Awareness Seminar educates school staff, as well as community members on the opioid epidemic, local drug trends, and available resources.
